Purpose: The Special Business Fund unit is responsible for providing funding to economically empower the marginalised communities in rural areas and townships to venture into profitable enterprises and informal business. Through the fund, the unit targets priority groups such as youth, women, people living with disabilities and military veterans.
Sub-Programme: Strategy Development, Analysis and ManagementPurpose: The strategic planning unit seeks to assist the department to develop the planning documents that are easy to understand and used by staff and other interested parties on a regular basis. These planning documents must provide genuine direction for the department. This will be achieve by facilitating on-going participatory planning and review sessions over the next 5 years. We want to see each and every member of staff being part of the planning process throughout the next planning cycle
Sub-Programme: Public Entities OversightPurpose: The public entities oversight unit assists the department in measuring of entity’s overall performance and compliance in line with the PFMA. The Departments oversight role is important as it ensures that entities are operating effectively and that all action plans emanating from internal and external audit findings are addressed yearly. The oversight role further assists entities to comply with corporate governance in executing of their mandates.
Sub-Programme: Research and DevelopmentPurpose: To provide research support that informs evidence-based decision making and promote innovation in Kwazulu-Natal.
Sub-Programme: Policy and PlanningPurpose: To formulate, review and support the implementation of economic strategies to enable the department to achieve sustainable spatial economic development in Kwazulu-Natal. The unit achieves this mandate through undertaking detailed spatial economic planning, macroeconomic and policy analysis in the province.
Sub-Programme: Knowledge ManagementPurpose: To develop and maintain a knowledge management system that supports informed decision making.
Sub-Programme: Monitoring and EvaluationPurpose: To ensure continuous performance improvement and effectiveness in the implementation of economic development, tourism and environmental policies, strategies and projects, through the monitoring and evaluation of outputs, outcomes and impacts. Monitoring and evaluation provides an opportunity for assessing, reflection, learning and improvements in the delivery of services. The M&E sub-programme has a responsibility to institutionalize monitoring and evaluation in the Department and support its public entities. To do this effectively, the M&E requires capacity and the requisite skills in the areas of data analysis, evaluation, and monitoring.
