Community Based Tourism Projects
The White Paper on the Development and Promotion of Tourism in South Africa of 1996, stipulates that the provincial government should play a prominent role in tourism development activities which amongst others include the involvement of local communities in the mainstream economy. In an effort to achieve this objective, the Department of Economic Development, Tourism and Environmental Affairs drives and implements Community Based Tourism Projects for the development, growth and promotion of tourism in the province. This is further directly linked to the implementation of the KwaZulu Natal Tourism Master Plan which calls for Tourism product development in line with the core tourism experiences and priority niches and appropriate development of supporting facilities and services.
The White Paper recognises the need for a range of role players to ignite the engine of tourism growth. In order to achieve tourism development objectives of the Province, there is a need for greater collaboration of stakeholders to synergize their efforts towards the implementation of tourism policy programmes. Therefore, guided by the nature of Community Based Tourism projects and efforts to finding the most appropriate implementation methodology, the Department partners Ezemvelo KZN Wildlife for collaboration in the implementation of Community Based Tourism Projects. This is done to ensure a long term sustainability of Community Based Tourism Projects.
Current Projects
The Tourism Growth and Development sub-directorate is currently supporting four infrastructure projects:

Bhambatha Lodge/Ngome Community Game Reserve under UMzinyathi District Municipality. The project entails the resuscitation of the Ngome Game Reserve and Bhambatha Lodge.

Ingodini Border Cave at UMkhanyakude District Municipality. The project entails the development and construction of Entrance Centre/ Information building, Ablution facility with the Kitchen, Camp area with ablution and cooking area, Fencing, A timber viewing deck for all visitors, Walk path to the caves, Interpretation Centre upgrade, and establishment of a Community Conservation Area.

Ndumo Lodge Upgrade at UMkhanyakude District Municipality. The project forms part of Ndumo Yenkululeko Regeneration Programme. The upgrade of the lodge encompasses the refurbishment of existing chalets to include en-suite bathroom and toilet, Provision of new ablution facilities closer to the campsite, Construction of new accommodation facilities (3x2 sleeper and 2x4 sleeper tented camps), Provide a new curio shop and convenience shop, Improve the gate house appearance.
The Tourism Growth and Development sub-directorate has successfully funded and supported the implementation of the following infrastructure projects:

The Umzimkhulu Tourism Gateway Centre which provides an opportunity for employment and an outlet for local crafters, whilst establishing a recognizable tourism brand & world class tourism facility in a safe environment. The centre showcases quality local craftwork, linking local SMME’s with the Tourism sector. The centre also help establish a tourism brand image for the district and local municipality, and serve as an information & departure point from which to explore the attractions the area has to offer.

Ntsikeni Lodge at Harry Gwala District Municipality. The Department together with its partners funded the refurbishment of the two lodges and currently funding is being provided for the management and operation of two refurbished and fully furnished lodges (Ntsikeni and May), fully equipped kitchens, dining area, lounge, mini conference centre, ablution blocks and parking area.
