The address comes as the province is still recovering from the triple whammy of the COVID-19 pandemic, which threw the global economy into a tailspin, the July 2021 unrest, which resulted in scores of lives being lost and a trail of destruction from wanton looting, and the devastating April 2022 floods that swept through the province, causing massive damage to infrastructure and the loss of lives.
