As part of activating Radical Economic Transformation, the Provincial Government of KwaZulu-Natal has launched Operation Vula which would serve as a practical vehicle to mobilise all sectors of the economy towards achieving meaningful economic transformation in the province, to remove apartheid inspired socio-economic disparities where black communities were deliberately excluded from active participation in the country's economy. Through Operation Vula the provincial government will use its procurement system to encourage entrepreneurs from historically marginalised communities to seize business opportunities available in various sectors of the economy like agriculture.

The launch of Operation Vula at Harry Gwala District therefore coincided with the introduction of an agricultural driven empowerment programme, Radical Agrarian Socio-Economic Transformation (RASET). The initiative would guarantee market for small scale emerging enterprises such as co-operatives that would supply products to different government departments.

The function was graced by the President of the Republic of South Africa, Mr JG Zuma who due to another prior engagement was delayed, hence Operation Vula was then on his behalf, officially unveiled by the Premier of KwaZulu-Natal, Mr Willies Mchunu together with members of his provincial Cabinet, including MEC for Economic Development, Tourism & Environmental Affairs, Mr Sihle Zikalala.
